Naruto started off as a solid character. He had an infinite (J > J > J > J > Air J > Air U > Repeat) for both base form and transformation and his transformation even has another infinite (J > U > Turnaround > Repeat ). His base form has a couple of projectiles which allows him to be good at zoning. His transformation gives him slightly better mobility and gives him great tools in exchange for his projectiles.v1.2
Naruto's main infinite got nerfed, but it isn't completely gone. Air J > Air U > repeat worked for base form and transformation and his transformation's J > U > Turnaround > repeat still worked. Besides the infinites nerf, his base form's SJ became slower and traveled less distance while his transformation's SJ did less damage, and making these moves unblockable didn't help much. He did gain some buffs however. For his base form, J > J > J > J > WI connects properly now, SU projectiles moves faster, I projectile now shoots immediately, and SI now is a teleport attack. For his transformation, he finally had a problem fixed where some characters would not be sent upwards when hit by WU and were grounded.
v1.3
His transformation's WU hitboxes were updated so that it wouldn't miss if he was close to his opponent WU also knocks down now. His transformation is now the same speed as his base form. Other than that he didn't really change.
v1.4 - v1.6
Naruto's WJ no longer knocks down opponents so it can combo now. He also gained a 2nd transformation which has a fast and big projectile, an infinite exactly like his other transformation's infinite, 2 unblockable supers, and much better mobility. The 2nd transformation has a glitch where it could cancel both a grounded dash and aerial dash with J.
v1.68 - v1.7
Naruto gained a few changes. His WU projectile was slowed down so the multi-hits could connect better. His I is no longer a projectile, so it became a melee attack. WI now automatically targets the opponent outside of comboing a move into it. SJ is faster and travels long distances again like it did in the oldest versions of Bleach vs Naruto. His transformation received changes as well. His WI has completely changed and now he has an Aerial I which is the same exact thing as his new WI. His SJ unfortunately got nerfed pretty hard, as it's completely new SJ travels much less distance and is no longer unblockable, though it did have its startup reduced. His 2nd transformation's SJ is faster in startup and end lag so it is much safer to use but his I is no longer unblockable. WU no longer knocks down. WJ now knockdowns and teleports to his opponent.
v1.8 - v2.6
Naruto's 1st transformation's J > U > repeat infinite got removed. However he still gained some buffs. SJ has much faster startup so it is more reliable now and has some invincibility frames at the end of the move. His 2nd transformation's Dash cancel J got removed. His I got changed where it shoots multiple shots and the final hit is unblockable.
v3.0
Naruto's Air J > Air U infinite is gone now that Air U knockdowns, but he has a new infinite (J > J > WJ > Air J) since WJ has less end lag and can follow up with a lot more moves after it. His U and SU projectiles move further and U can now combo into SU. U is also multi-hit now and SU can finally combo into WI. Naruto can now act out of WI faster so he can potentially setup into I. His 1st transformation did not get changed outside of faster movement speed but his 2nd transformation's WJ has more startup and WU does more hits and is dash cancellable later.
v3.1-v3.2.5
Naruto's base form didn't get much other than his SI doing more damage. His One-Tail form is slower as it was previously faster than his 4-Tail form so now it's the same speed as it. 4-Tail form didn't get any notable changes besides moves being changed aesthetically and having some of his moves swapped.
v3.3
Naruto's changes consisted of having Super Armor on his moves since the mechanic was added this patch. His SJ and WJ gained white armor. His 1st Transformation's SJ, I, and WI gained White Armor and his SI gained Yellow armor. His 2nd transformation's SU gained white armor and his WI and SI gained yellow armor. Unfortunately his 2nd transformation also got a glitch where he can be hit during his aerial knockdown animation allowing him to be comboed harder than everyone else.
